The Title Bar Access option allows you to show the WordPress title bar for users that have the WordPress capabilities you’ve specified.

If you wanted to allow the Author role to see the titlebar you’d add a capability that their role has, but not one that they share with roles below them.

Here is an article from WordPress that lists their default roles and the associated permissions.
